PSC Report

This is a copy of the report published by the Parliamentary Standing Committee (PSC) regarding the report that was submitted by the High Level Committee (HLC) formulated under the Chairmanship of Shri TSR Subramanian, former Cabinet Secretary. The HLC was constituted to look into and suggest suitable amendments to various acts that are implemented by the MoEFCC. (Ministry of Environment, Forest and Climate Change)

This report (as submitted by the HLC) has been criticized by the media because it was felt that the report did not reflect an in-depth study and understanding of the issues and also it was felt that the report was created in a hurried manner without proper consultation of experts, NGOs etc despite it being submitted after a 1 month delay.

Thus, the PSC on Science & Technology, Environment & Forest took up the report for further examination and also invited a variety of stakeholders to be heard.

The PSC has finally held that the objections raised are prima facie valid and suggests that the HLC (High Level Committee) must give due consideration to the objections.

The PSC report also suggested that the Government could constitute a fresh committee that has on it’s panels acclaimed experts to look into any specific issues of importance.
